Agreed. There is an implied assumption that someone couldn't TAKE the II course without having taken the I course, but that's not really clear enough.

I don't have time to look this morning, however, TESU used to automatically award I credit if you had II credit- that's not been widely practiced here in this forum, but it was in their catalog for as long as I remember. It's worth looking to see if it still is.

EDIT: I found it, and either I misunderstood or it has changed. Simply, you don't need to TAKE part I to have credit awarded in part II not that they'll award credit for part I.
Page 181 College Catalog:
SEQUENTIAL COURSE WORK
With the exception of English Composition I and II, if a student
has successfully completed a second course of sequential
courses, he/she does not have to complete the first course.
Please note that the reference to “sequential courses” means
that knowledge of the second course is reliant on knowledge
of the first course such as Calculus I and II. Students do,
however, have to complete the minimum number of credits in
each area to fulfill graduation requirements.
