I recently passed this exam. I have to say, like you, I failed the first time. Having been able to see the material once was a big help to me, because I knew more of what to expect. The study guides from DSST and everywhere else still pertained to the old exam, which was pretty much useless to me for the refresh exam.
How did I pass? Well, when I failed the first time, I came home and ordered both recommended text books. I reviewed both of them thoroughly and practiced tons of problems with a time limit. Doing this definitely helped me. If you've taken the exam before, you will notice a couple chapters of the Finite Mathematics text isn't really represented on the exam, so I skimmed through those.
In addition to studying hardcore, this simple bit saved me through that exam: as soon as I sat down with my scratch paper in the exam room, I wrote out all the present value, future value, annuity, effective interest rate, etc formulas. I knew them backwards and forwards, but when the pressure is on and you're trying to calculate a word problem, having them written out in front of your face was SO HELPFUL! I was able to just plug in the numbers.
So, keep that in mind, and study hard. This exam is not easy, but apparently not impossible! Best of luck!
