Received notice from DSST that the exam "Rise and Fall of the Soviet Union" is scheduled to return in January, 2016. I am not sure about the status of other "refreshed" exams. Exams that were "retired" are gone for good.

This is great to hear. Not only is this a cheap and somewhat easy UL non-western history credit, It makes it achievable and affordable to completely test out of the TESC History degree electives again with the following test:
DSST Civil War and Reconstruction (LL at TESC)
DSST A History of the Vietnam War (UL at TESC)
DSST Soviet Union (UL)
ECE Conflicts since 1900 (UL)
All for ~$500 for all the test or ~$150 if you're using DANTES funding.

so do we have to wait for the big 3 to evaluate this "new" exam ?
or will they treat it exactly as if it were the old exam

That's great for TESC's History Degree electives, but how about the new requirement for that degree? • Historical Methods/Historiography is now required as of July 2015. How does one fulfill that requirement? TESC doesn't even have either one of those classes.

Currently enrolled at COSC and I got an email indicating this DSST is going to remain/return as a UL 3c history credit there. In case anyone was wondering!

I still haven't seen anything saying the new release date. As of today it's still showing as in revision.
