You have to consider whether or not you want to spend so much money at a low-ranked school. The job market for lawyers is awful. Lawyers who do best graduated from T-14 law schools.

You should have a backup plan just in case Law School isn't in the cards. You can try doing another BA to get the GPA higher, but I highly doubt it's going to help and would waste your time. You should focus on your attributes strong or week and other items they may look at, character, volunteering, work experience, LSAT exam, academic recommendations, graduate school, work, etc.
Further to that, have you thought about what to do if Law School doesn't accept you? What was your previous major in? Would you go into something similar? Maybe politics or policy-making to help the cities you reside in or the state, civil/urban planning or something close to that.
Why are you wanting to go into law? Is it for helping individuals wrongly accused of some crime? Are you wanting to be a barrister/solicitor or do you want your own practice like a notary public to help the less affluent? Find the admission requirements of all the law schools you want to attend, be it a T14 or a T100, get those requirements and try to match or exceed everything BUT the GPA, worry about that "last".
I really wonder, what if you go all the way up to a Masters or PHD/Doctorate level and graduate in something else, then "change" your mind from working in that field - and then take Law. You can show those working in admissions that your "older" grades aren't worth mentioning - you would have a Masters or Higher level degree under your belt and you're perfectly capable of a Law Degree.
Here's a list of the T14 and the ones up to T100, see which one appeals to you and find their requirements. I would look at least at the first 15 and write down their common requirements. Try to see what those are and fill in your gaps the best you can. You do what you can on your side to meet those requirements, you can't do much more to convince the admissions panel than that.
This is a yearly list, it changes every year. A Top 14 this year may not be in the Top 14 next year, I don't think it really matters that much as long as it's "On the list". Anything "not as well known" or completely online, it'll be harder as their curriculum most likely hasn't been evaluated. Link: https://abovethelaw.com/2017/03/its-offi...-are-here/

LSAC does not include grades after the first bachelors. Some believe that a masters might show a law school that you can do graduate work, but the GPA from that or a second bachelors will not be counted.
In the U.S., notary publics are not attorneys. The 22 year old at the UPS store is a notary public. We also don't have barristers and solicitors. All American attorneys can argue in court.
