I'm looking at a page where they describe Gen Ed requirements. Am I reading it right, that Excelsior doesn't require an oral communication course? If I have the course, it fulfills one of the Humanities requirements, not another requirement?

Yes, in general, the liberal arts degree at Excelsior College is very flexible. One of the ways that is true is the fact that there are very few specific requirements in the general education section. (Speech was the first planned course that I dropped when I transferred to EC.) If you are looking at that or a different degree, you'll need to double-check the current requirements. The catalog that I have for reference is from 2015.
