It depends on the course/exam. I've never actually heard from anyone on this forum that the LEARNED anything during a SL course. I've heard they could get through a bunch in a short amount of time, I've heard it's convenient, but mostly people discuss the open-book tests and ability to get through while doing the CTRL-F thing. Same with PF, I've not heard people discuss how much they learned. I could be wrong, and people learn tons, but that's certainly NOT what they discuss here on this forum.

I think that's just some selection bias showing through. This forum is mostly found by people who are trying to cram and pass exams, who find their way here through IC or the wiki plans, not by people seeking help in learning a subject -- for which there are far better resources. I've taken 14 or 15 SL courses so far and while I'm among those that have not really learned anything, I do not believe that reflects poorly on the course.
My feeling on the SL courses is that if your goal is to learn the material, they would function as well as any other online course, and better than some. The material is there, it is presented well, and the reviews and exams are high quality. All the SL courses I've taken (except the IT one) are better than the two Saylor courses I've taken and the 1cr TESU course, and just as good as the PF strategic management course.
In suppose the tl;dr is that you get out of them what you put into them. If you want to learn the material, you will. If you don't, you won't.
