Credly is not the official transcripts for Sophia.org. You have to order official sophia.org transcripts from Parchment. Credlly is only UNofficial. Parchment is official.
Every school is different in how they want credits sent. Some schools will only accept a Credly (ACE) transcript, while others want the credit sent directly. Sometimes it depends on the partnership agreement, other times it's just based on the fact that they will take ACE credits.
In this instance, it's not about "official" and "unofficial" as that's not a thing with course providers. It's about how COSC wants the credits sent. Study.com does not use Parchment that I know of, and COSC will take their credits. Same with Saylor, SL, CSMLearn, AP, CLEP, DSST. None of those are Parchment.

The COSC admissions office had emailed me saying the Credly transcript I had sent was unofficial to them and they wanted official Parchment. I suppose COSC could have just told me "unaccepted" for Credly instead of unofficial, but ultimately I sent Parchment and they accepted it. Other schools do seem across the board. I've had another school accept Credly or even scanned old paper transcripts e-mailed over.

They want the original transcript from the course provider (Sophia, Straighterline, etc) because it includes information like final passing score and whether or not the course/exam was proctored. They likely collect data points based on that info that feeds into their student success calculations to determine whether or not to renew those partnerships. Credly/ACE transcripts do not include that level of detail. I don't think they are trying to make it difficult, they just want more information than the Credly transcript provides for each individual course.
