Do you know if penn foster human resource management will be considered upper level at cosc?

They would most likely consider it lower level since ACE says, "In the lower-division baccalaureate/associate degree category, 3 semester hours in management or human resource management (10/12)." I would be very surprised if they gave upper level credit. If no one here has experience with the course and COSC, the only way to know for sure would be to email the registrar.

Unfortunately not. There is not really a place in the business concentration for any business electives that are lower level. Lower level business electives would only count as free electives.
