I've read several posts that refer to CLEP tests for homeschoolers. My cousin will finish out the 9th grade in the public school system and begin homeschooling in June.
I'm not to concerned about transcripts or what to cover. However, I had no idea I could let her do CLEP tests.
How and where do I arrange that for her?

Are you referring to the program that allows homeschoolers to take up to 6 free CLEP tests before they graduate? I know my state has a program like that; in fact, three of the four tests I've taken have been free minus the $15 registration fee.
The testing center should have all of this info...I think.

You should be able to call and arrange the test just like anyone else. I don't think homeschoolers are handled differently. I know they aren't here (Oklahoma). Depending on which state you are in, you have to provide at least one, possibly two forms of picture ID. If you'll call the local colleges in you area or visit their websites, they can tell you what you'll need to do and which CLEP tests they will accept.
Some colleges have a limit on how many CLEPS they will accept, a few don't.
University of Science and Arts of Oklahoma - 32 credits
Oklahoma City Community College - 9 credits
Charter Oak State College - 3 credits
Penn Foster - 4 credits
BYU Public Speaking (IS) - 3 credits
UP- 21 credits
