This is so bizarre! Since when have colleges tried to do this? Specifically state schools? Wacky. They do not need authorization to have online courses. They don't need authorization to allow out-of-state students to attend. So I'm not seeing why this is an issue at all.

I was finally able to contact someone and get registered. I will see if the money situation comes to pass when the semester starts, and if not, withdraw immediately (I don't NEED this course).

San Jose City College is doing the same free Spring semester, but they state it is only for California residents.
