It's not a test friendly degree. You could take the courses at apus/amu.
MA in progress
Certificate in the Study of Capitalism - University of Arkansas
BS, Business  Administration - Ashworth College
Certificates in Accounting & Finance
BA, Regents Bachelor of Arts - West Virginia University
AAS & AGS

Terrorism - Penn Foster Terrorism (this has been accepted in the past)

Counterterrorism: Constitutional and Legislative Issues - I don't think there are any test-out or ACE/NCCRS courses for this. CSU Global has Criminal Justice and the Constitution, but I don't think that'll work.

Homeland Security: Preparedness, Prevention, and Deterrence - I don't know if they want a generic homeland security course or something more emergency management-oriented. You can ask about CSU Global CBE: Comprehensive Emergency Planning or Foundations of Emergency Management or Propero: Intro to Homeland Security.

Protecting the Homeland, Response and Recovery - You can ask about the CSU Global CBE for Disaster Response or Disaster Recovery.

Research Methods in the Social Sciences - You can ask about the Uexcel for Research Methods in Psychology or Study.com Research Methods in Psychology.

Capstone - This has to be taken at TESU.

The AOS electives will be easy to fulfill. There are multiple options for for Management Information Systems: DSST, Saylor, and Ed4Credit. There is a CSU Global CBE for Victimology. Organizational Behavior is offered by DSST, Straighterline, and probably a couple of other options I'm too lazy to look for right now. Interpersonal Communications is offered as a Uexcel. DSST Fundamentals of Counseling might still come in as PSY-331. TESU has been weird about this test. They wouldn't pre-plan it as PSY-331, but the Registrar would transcribe it as PSY-331 when they received the test score. Study.com and Uexcel have Social Psychology.

Also, keep in mind that TESU's list of possible options for AOS electives is not comprehensive. They'll probably accept any emergency management or homeland security-related course/test.
