Augusta University Online offers an MS in Information Security Management with a cost of $230 per credit, for a total tuition of $6,955.

Regarding the admission requirements, I am unsure of its meaning. This program is only for US resident?
"Proof of Lawful Presence: As per Policy 4.3.4 of the University System of Georgia, any student who wishes to pay the in-state tuition rate must provide evidence confirming their legal presence in the United States. This verification is necessary to determine their classification as an in-state student or to be considered for an out-of-state tuition waiver."

It does look that way, which is a shame. In theory, that would even bar Americans abroad from enrolling.
Depending on your personal circumstances, it may be worth writing them to confirm.

I went back to look at Augusta University, and they have two other Master's options: a MEd in Instruction and a MPH.
The MEd program has a similar tuition rate of $230/credit, which means that Augusta is able to offer their Education degrees at a cheaper rate than the well-known American College of Education, which most folks have pointed to as one of the cheapest US-based options: $6,900 (Augusta) vs $8,675-10,500 (ACE).
Alas, Augusta's MPH is 45 credits at $430/credit, totaling $19,350, which is significantly longer and more expensive than ACE's 33 credit and $9,225 program.
You win some, you lose some, eh?

To me, the wording sounds like it's for determining tuition, not for enrollment purposes. If out of state tuition is prohibitively high, then that might deter some students from enrolling.

The utility of a non-CEPH MPH can be limited, though. And that’s on the cheaper side for a CEPH one.

That's what I believe as well, it's a two step process: Verification of legal presence and to determine tuition for in-state and/or out of state waiver.

Not about the residency issue, but I just want to say that I live in Augusta and work in the cyber industry here. Augusta University has a stellar reputation for its security programs and there are direct links to working with the Army and other cyber-minded organizations and clients. In case reputation is important to you.

I have checked with them and confirmed that this programme do not accept international student.
"Our online programs are only available for those in the US that hold an appropriate VISA status for online learning."
