I just want to make sure...All three schools require a capstone for a liberal arts degree and that capstone must be taken at that school. I'm happy with Excelsior but I'm not too excited about the $1,530 capstone. Plus I still owe the $1,095 multi source fee.

TESU's BSBA's capstone can be tested out of for $114. Other TESU's degrees require a standard course for their capstone.

You're not going to save any money by jumping ship to another school as all three of the Big 3 require a capstone for Liberal Arts and the fee's about the same.

Yes, you can't test out of the BALS capstone at any of the schools.
TESU's is $1500 as well, plus it will require a $2,000 residency waiver. So you're not saving money there.
COSC has a $1,000 cornerstone plus the $1,000 capstone, plus semester fees.
I think EC is the most expensive of the three, but not by much for the BALS (definitely more expensive for the BSBA since the capstone is $3,000, and you can test out of that one at TESU for $114). And I think there are ways to get a discount at EC as well to put it right in line with TESU and COSC for the BALS.
