I am brand new at this and decided to subscribe to this service after my adviser informed me that I had 16 hours left to earn my BA and that I could CLEP all of them. So, the first I have chosen to study for and taken is Substance Abuse and after one week of studying I have not yet mastered three sections. Of course this is between 50 to 60 hours of work per week. Anyway, can someone tell me; Do I have to learn every section of these study guides to pass the tests? Maybe a stupid question but just asking. Thanks for your time.

Take a practice exam and see how you do... if you can get like 70% + correct then I'd say you have a chance.

I would say you need to at least go through each section of IC. I made the mistake with my macroeconomics exam to skip a couple of sections because I felt so comfortable with the material and thought that the test would be easy. It probably would have been an easy test had I bothered to go through each piece at least once. (Ended up with a 48 and had to take Straighterline Macro)
Anyhow... everyone is different and it depends on your memory and how comfortable you are with a given topic. You may need to go through IC cards once, or you may need to spend hours and hours and use many resources. For me, I'll gauge with the specific forum feedback. People will usually tell you whether IC is enough or if you should do something else too. Of course, regardless of what people say, if you want to study more, you should do so.
Really spend the time to go through the specific feedback and make sure you know everything that people are discussing. I usually don't have my topics totally memorized, but am able to recognize answers when they come up.
As MA2 mentions, the practice tests can be good. Just make sure you go through the answers when you're done. Don't just review the ones you got wrong. Look at the ones you got right too just in case you guessed correctly - you should know that you got it right!

Mostly know that it is not about memorizing the IC study cards but to get the concept down. Filling in the blank sometimes can make you think that is the keypoint. Again, it is about the overall concept and the questions are multiple choice.
I'm so far removed from the Peterson's sample tests that I no longer have the information on how you can go to the free site but check this forum and see what you can find. Perhaps someone can post that here for some of the newbies. Then you can see which one of these are available to you and it may help you to make your future choices.
