Horizon University holds national accreditation (NA), not regional accreditation (RA).
On appeal, in some contexts, Excelsior might accept transfer credit from an NA school. Transferring Credit From Non-Regionally Accredited Schools: Statement of Policy. You would have to pay Excelsior a nonrefundable fee for their faculty to review the coursework. There are numerous limitations and exclusions. You might look for another evangelical/Reformed college with RA and a distance learning ethics course. Baker's Guide could be a place to start.
