For the ACE/NCCRS approved courses, your first understanding is correct.
For courses that don't have ACE or NCCRS approval, you would have to do it the second way you suggested. IMHO, if you have to do a PLA, it's probably easier to find another source.

There are 19 ACE-approved courses, and 9 NCCRS-approved courses (with some overlap in there). Those just need to be done the "normal" way, of taking a paid, for-credit final exam.
For the other hundreds of courses at Saylor, you can choose to do a PLA if you need to. Usually, people here take exams/inexpensive courses for anything they need and can find those for, and only do PLA's if they can't find inexpensive (less than $300 or so) courses/exams.

You COULD use their unproctored finals as evidence for a PLA, but if you're taking a course that they offer an ACE/NCCRS-reviewed proctored final for, doing the PLA route instead would be a huge waste of time, money, and effort. Just pass the proctored final and receive direct credit instead.

About how much more difficult? Would you say 10% harder? 20? I'm wondering when I should attempt the test.
I know everyone is different but what score do you personally like to have on the practice test before you attempt the real thing?

Saylor also have some proctored exams that's used at Brandman University only. they're not ACE/NCCRS approved. Some of these courses are hard to find and upper level, would doing PLA for these be wise?

Any time you can find free courses that you want to use to PLA, it's a good option. Just know going in that PLA's are a lot of work, but if you are willing to put in the work, then it's worth thinking about. Just make sure you're not doing all the work and cost of a PLA for a course that you couldn't find somewhere else for less money.
BTW - at most colleges, PLA's aren't free, or even cheap - so you want to make sure that you're doing it somewhere where it's worth the cost. At TESU, it is definitely worth the cost if you can't find less expensive options, because they have excellent pricing for PLA's.

Brandman changed their policy like a month or two ago.
They require a proctored final for the credits to come through now...
