I forget, how did we find out Horizons University was the partner institution? I clicked that link and nothing showing the partnership, I skimmed through several of their pages and don't see that mentioned either...

I think I am the first to uncover it by emailing their admissions department to which they gave me the institution they are partnering with.   It is not mentioned anywhere on their site or anywhere on our forums that I know of.

I'll take it that you are referencing Horizon University; https://huparis.edu.eu from this domain. Mind the wording on their website, they state they are accredited by French Ministry of education but they never say for which one. So i guess they do the same schtick as other mills from France do. They are in possession from the Ministry of Youth license (my best guess) to qualify for a FRANCOPHONIC (French language) school.

Also i've checked they are not in the French Ministry for Higher education database for all the accredited academic degrees;

That's good to know.  It's best to avoid this dual degree program then. It looks like it would just be a US equivalent of a legally-operated, non-regionally accredited school with or without the dual award. The ACBSP accreditation for Horizon will be or has already been terminated just this year.

Cool, yeah, skip them for now until you "know" what you're getting into... with a few red flags, put them on the 'backup' pile for now.

Yeah, I checked Horizons University's Facebook page and there have been no posts since January 1st, 2021.   That is a red flag as it suggests that there is little to no engagement going on at the school and very low enrollment.  They want to remain anonymous about their partnership with SSBR because this is their last ditch effort to bring money into the school through validation degrees and they will likely be shutting down in the next couple of years with the loss of their ACBSP accreditation.
