Well in brief, Anthem is NA, and TESC doesn't accept NA credits no matter whether some other schools do or not.
2nd forget about the certiport thing, it isn't relevant to what you are talking about. (it's exams for basic computer skills like how to use excel and word).
TESC gives credit for some exams directly you can contact them about how to submit them.
BTW, Excelsior accepts both NA credits (up to 30 but requires a petition for approval) and far more certs (I think) than TESC with an exact credit per cert breakdown available on their site via pdf.
