ACE reviews classes that educational & instructional organizations offer (not sure what the basis is on what gets reviewed) and gives a recommendation for the amount of college credit to grant, which may or may not be followed by institutions. (The refreshed UL DSSTs are a good example of this at EC.)
DETC is just another form of accreditation (National Accreditation). There's been long running discussions, arguements, diatribes, whatever over at DInfo and a number of other sites about how NA doesn't measure up to RA and the relative usefullness/uselessness of DETC degrees as compared to RA degress.
