Cost to transcript a 1 credit Fema based on Semester hour:
at Fredrick's CC is $75 and you get credit for 1 semester hour at Excelsior
at Clackamas CC costs $30 and you get credit for .67 semester hour at Excelsior

So the cost to transcribe 30 fema courses thru Fredrick is $2250
and 30 course at Clackamus CC is $900 ( but you end up with only 20 semester hour credits)

The $900 is cheaper then one 3 credit course at Excelsior, so in that respect it is not so bad.
