hal.dll error?

Has anyone here ever experienced this error message? If so how did you resolve it?
I have three computers, one a netbook new, a desktop and a laptop.
My netbook and desktop both within 24 hours or less both got error messages when they start up stating that hal.dll is corrupt or missing. It tells me to replace it but the problem is that my netbook will not enter safemode to fix it and i cant reinstall windows because it does not have a cd drive. How the heck do i fix that one?
And the desktop starts sometimes and sometimes it does the same as the netbook. So what could possibly cause these same errors on two sep computers that are not even networked?
Is it a virus? Because AVG and kaspersky didnt say it was.
