TESC was very helpful in giving direction without yet being enrolled. The admissions counselor I spoke with had to check with a few folks including the Dean because the policy for Dual Concentration is being rewritten.
The final answer (unofficial since he is not enrolled) is YES, he can get a dual concentration in History and Political Science. The only restriction is that only 9 credits that overlap. The degree requirement must still be met, so he will have 30 additional credits to get for the Poli Sci concentration.
He could apply at 16, but the admissions counselor was certain without a HS diploma, he would not be accepted. I guess we'll cross that bridge in a few months when he applies. He has 5 more cleps to take in the next two months before applying.
