Stay far, far away from this school. Looking at their documents, the school website has blatant ESL mistakes in almost every sentence, and they aren't even using American spelling. They're most likely trying to scam non-Americans into paying for an "American" education.
They claim on their blog that they have qualifications from:

GAOTE is probably run from Kenya or another African country. They only accept "Pesa Pal" (an African payment method) and "PayPal" as payment. Their site has a bunch of typos, punctuation and grammatical errors on its main page. Dig further into subpages on their site and you find ESL errors too. To get its "accreditation" all you have to do is pay them $350 a year and fill out a survey which includes the syllabus of your course and how many credit hours it takes... and then you self-evaluate how good your course is!! If you click on the profiles of the few people who claim to have graduated from the school, they are paid fake accounts. They may appear to be real people at first glance but a person who owns a T-shirt shop is not also going to be selling $500 professional divorce services while also trying to sell you a MySpace account while also praising Atlanta College of Liberal Arts and Sciences.
This school is one big scam. I have seen quite a lot of other scam accreditations and scam degrees aimed at English-speaking Africans too. It seems it's a big market.
IEE evaluates American credentials for use in Canada. But you are correct, you can't get an IEE report for use in America done on an American school. Also, IEE can still evaluate something as an unaccredited non-degree or whathaveyou. Just being able to submit your document to them for an evaluation doesn't mean it will come back with a good result.
