The South African Qualifications Authority doesn't recognise evaluations from third parties. It does its own evaluations. Here's the full response that I received from SAQA:

Section 31(a) of the Policy and Criteria for Evaluating Foreign Qualifications within the South African NQF, as amended (March 2024) stipulates the requirements that a foreign awarding institution must meet for its qualifications to be recognised.
SAQA bases the advice below on information currently available to it.
Universidad Internacional Isabel I de Castilla is a recognised institution in Spain and the national qualifications which it is authorised to offer there will be recognised by SAQA provided they meet all the other verification criteria applied by SAQA. As SAQA does not pre-evaluate foreign qualifications, it is your responsibility to check whether the qualification you are interested in or have acquired falls within the formal national education and training system of Spain. The oversight body is the RUCT (https://www.educacion.gob.es/ruct/home).
We recommend that you access the link above, click on the dropdown menu next to Universidad, select the university mentioned above, click Consultar. On the next page, you can click on Ver Centros for a list of recognised centres that offer this university's official/ accredited qualifications, therefore, if the centre is not on this list, there it may be that although it is a centre for the university, it may be offering unrecognised / unaccredited qualifications.
Optionally, instead of clicking Ver Centros, you may click Ver Titulos for a list of all accredited qualifications (títulos oficiales) offered by this university, registered on the Registry of Universities, Centers and Degrees (Registro de Universidades,. Centros y Títulos - RUCT). If a qualification you intend studying for is not on this list, it means is not an accredited qualification.
It is important to note that most Spanish universities, offer both official (títulos oficiales) and non-official programmes / qualifications (títulos propio). SAQA only recognises títulos oficiales, provided all other verification requirements are met. You can also access the university's website to see if the qualification you intend studying for, is an accredited by the Ministry of Science, Innovation and Universities (MICINN) or university's own programme (títulos propio).
