This is a mexican StateU online university, their website doesn't seem to specify what is needed for foreigners (probably because they are not as well known as the Guanajuato school which has ample experience with Ecuadorean students).
You'd probably have to ask if they accept US passports as a valid ID, they will probably do and need Spanish translations with apostille of highschool or college degrees. Everything will be in Spanish. If you have Mexican ancestry, even if it is very distant, you qualify for citizenship and could start the process at the closest embassy or consulate showing a copy of the birth certificate of your ancestor. The tricky part might be to get a CURP abroad, but as a citizen, it should be possible.
