Well this is unfortunately, but it looks like the administration was not following Title IX regulations. The feds don't mess around when it comes to finances.
If some of the students already have a bachelor's degree, what associate degree were they pursuing which would give them leverage over a bachelor's degree? Free tuition isn't something that typically lasts long term so people need to make sure they can afford the tuition for the program when it's no longer free.
