"Lack of work experience" is so subjective. Volunteer for a healthcare administration assignment with a blood donor organization for a month, then reapply if a school like WGU appeals to you.
There are many MHA programs, but I think the MBA with a concentration in healthcare administration will offer better utility. With a BLS in management from an RA school like UMPI, you can do much better than WGU! While serving in the military, I earned a BS from Regents College, now Excelsior U. I leveraged that RA degree to earn a master's from a top-notch state university. Don't sell yourself short by attending a third or fourth-tier online school when your resume can highlight a first or second-tier university master's degree with the same level of effort and cost. Additionally, public health is a degree that is too narrowly focused, which makes it difficult to get a return on your investment. The MBA offers a much broader education that has utility. With your certification in substance abuse counseling, have you considered a Master of Clinical Mental Health?
