Got my evaluation from IEE under the new "partnership". Emphasis mine.

COUNTRY OVERVIEW Primary education in Spain currently has a duration of six years. Lower secondary education currently has a duration of four years. Upper secondary education currently has a duration of two years. At the end of Grade 12, students receive the Bachillerato. The first undergraduate university degree is the four-year Título de Graduado.

Additionally, they typically do not provide access to doctoral-level studies. For these reasons, IEE is unable to indicate that they are equivalent to US master's degrees, despite the complexity of the coursework. Instead, given that the programs require completion of undergraduate studies for admission, and that the credentials are highly regarded by employers and often used for professional advancement, IEE considers them to be equivalent to graduate certificates offered by university extension or continuing education divisions in the US.
