Yes they are and I was aware it's US RA accredited, but in my initial chats with UMPI and PUG, when I more than once pointed this out to them, they both said they'd still need it to be evaluated anyway to transfer credits.

It is most likely those people you had the chats with were the enrollment (sales) staff - and honestly, are they're not good resources for information (regardless of the school).  I wouldn't waste any more time or money until you have official evaluations from the school(s). You should apply to the program at the schools(s) you're interested in and send them the transcripts from any school you already have (eg. OU). Hold out on any WES evaluation until someone officially asks for such a thing (even then you should point out that OU is an RA school before forwarding any foreign credit evaluation).
