In addition to that, you really want to get your transcripts sent over, when audit comes or if you need financial aid in the future, they need everything and will have that within their records. Government agencies won't allow the financial aid to go through if you've not provided all the details that match what they have as well.
You are starting pretty much from scratch, but you're also being honest and upfront with everything. People make mistakes, having a mediocre GPA from the start 20 years ago doesn't define what you'll be doing now... If you go the UMPI route, you'll at least get 30 credits graded, thus bumping up your overall GPA in the end.
