I’m considering CUNY SPS for myself, but it’s better for degree completion than for someone just starting out. You’re supposed to already have 24 credits for admissions. They only accept 45 alt credits, and not all the sources discussed here. 75 credits need to be RA. Of those, 60 can be transferred and they do only require 15 credits for residency.

If someone was really committed to the CUNY degree from scratch, they would probably need to do some possibly expensive trial and error. I don’t think we really know how they transfer TECEPs, Purdue Global’s ASK exams, the Finnish universities, etc.

CUNY SPS also has a section of their gen ed requirements called the “college option” (named because each CUNY campus picks their own), the ones at SPS are mostly practical career-oriented type of stuff. If you come in with an associate’s, you only need to take two of them. Without it, you need four. It would be worth laddering with a Pierpont or maybe Purdue Global associate’s.

TESU would probably be faster and cheaper for someone who doesn’t already have close to 60 RA credits.
