IEAD is certified by UDIMA (Distance University of Madrid) which means that this will be another propio. If UDIMA is listed on the IEAD diploma and if UDIMA or IDEA issues their own transcript, it may be possible to have an evaluator review it through UDIMA as an official degree but I doubt that will be the case as it would be an identical evaluation to Universidad Isabel I.
It would really depend on if UDIMA actually transcripts IEAD, rather than just giving a certified diploma. Then I'd probably pay the $129 for just one of my degrees to see if the evaluation is any better with the UDIMA transcript. I doubt they will though
