There is a substantial difference in the quality between the awarding institution and the educational program, as stipulated in Article 5 §5 of the Decree of June 14, 2013, regarding the conditions and procedure for the recognition of foreign diplomas issued in higher education.

No decree from one country can determine the quality of a school from another country. Also, the "substantial difference" part is flawed by itself because this generally isn't true. Many propio programs are not much if at all different from official programs, in fact some propios even have a thesis requirement and take longer to complete than the standard official program in the same subject does.
