Yes, you need at least 100 credits and a certain number of UL before you can take the capstone. You should do everything else needed from Sophia or Study.com before you start your TESU term.
With your general education credits waived and your electives full because of your prior degree, this puts you at 75 credits. Add in whatever credits TESU puts in your AOS from your prior degree. Counting CIS-3999, you should be at about 90 credits if I counted correctly. This means you need about 4 more classes (10+ credits) from Study.com and/or Sophia before you can start your TESU term.
Here is what I would do:
If you haven't already done so, pay for the Medical Terminology TECEP but do not actually take it. If TESU asks, you can tell them that you're doing this for your own knowledge purposes (which is true, in a way), but still do not take the TECEP. This is crucial to the rest of your degree journey because it makes TESU consider you to be a fully enrolled student. Fully enrolled students may send in unlimited transcripts for evaluation.
Complete Discrete Math, Operating Systems, and Computer Architecture at Study.com. This should take 1 or 2 months. Send your Study.com transcript to TESU.
Complete Programming and Calculus I at Sophia.org. Probably 1 month, maybe 2. If you have any leftover time, you may optionally also complete Introduction to Networking and/or Introduction to Relational Databases at Sophia. Send these classes to TESU on a Credly transcript.
Complete the 15-credit flat-rate term at TESU, including the Capstone.
