Regarding ENEB's evaluation by IEE, would the receiving institution not determine the credit they accept? In my case, with an ECE evaluation, they gave me 2.5 at the undergraduate level. When I spoke with (as one example), Excelsior University, they specifically stated that they don't shave credits. Once I submit my ECE Report for acceptance of credits, they accept the whole 3 credits per class.
Additionally, the number of credits is a moot point if you hold the Master's. In the USA, a Master's can be as low as 30 credits (M.A.) and as high as 96 (M.Div). Unless you are using the ENEB to enter a Doctoral program, or transfer to another Master's Program, IEE giving 2.75 credits doesn't matter.
For example, most schools will say, "Admission to a doctoral program requires 30 - 36 credits of graduate studies." If you do 2 Masters at ENEB (MBA =13 and the MBCC = 6), which is 19 Modules, even at 2.75, you would have over 52 credits. And if you did just the MBA (13 Modules) and received 2.75, that would still be 35.75. Both scenarios would be adequate for advanced degree admissions, employment, or transfer.
