Unfortunately, you cannot get a WGU degree while not living in the US. That's not happening.
However, for 5000-8000USD, you can get a TESU Computer Science degree. It does cost more than UoPeople, of course, but it's fully RA and you don't have to worry about the school maybe not being approved for RA status before you graduate, as you would with UoPeople.
I would still strongly recommend using OSSU to study. They've got a lot of good resources that most Computer Science programs miss out on.
