Ok, well, that's insane - and I think that includes living at the school, and living costs for most colleges are higher than the actual tuition. You won't find anyone here advocating for that.
But if the sky is the limit, then just search for online web development degrees, pick the one you like the most, and start.
If you want to actually do this faster than the norm, and for less, then Franklin is a good choice. They're a state college in Ohio, and are respected the same as most state colleges. If you can take most of your GE and Free Elective courses through Sophia (they have a partnership), then you can probably get through Franklin in a couple of years for $30k. There are a lot of courses that won't transfer in, or haven't been evaluated yet - so you might be able to shave some of that off with a lab science at Sophia, or some computer courses at Study.com.
