You might be surprised. I would suggest checking out websites for American expats living in Germany. I am not fluent in German, so some of the more advanced research was beyond my abilities, but what I found a few years back did seem to suggest that it was possible for a GED-holder without an actual Associate degree to study at a German university, so long as they transferred from an American university first.
