Hypothetically, from TESU, can you get two dual major degrees?

That doesn't seem to make sense, the cert is still up on the TESU website currently.

You're right. It's not there. Strange. You can ask to have it added to your degree plan, though. If you decide not to get it, you can always ask to have it removed again.

For Ops Management, you can't do the AoS via alt-credit entirely because they require a course that is not available: Applied Quality Management.  The good news is that you could do Ops Management as an Undergrad Certificate instead:

Required:
1) Ops Management (BUS 312: Advanced Operations Management SDC or Saylor)
2) Prin of Management (Sophia, SDC, others)
3) Management InfoSys (SDC, DSST, others)
Electives (choose 3):
1) Supply Chain Mgmt (BUS 315: Logistics and Supply Chain Management SDC)
2) Logistics
3) Stats (many options)
4) Intro to Business (many)
5) Computer Concepts & Applications (many)

For the BSBA Op. Management, yes. For the Operations Mangement Certificate, you need:
OPM-301 (BUS312 @ SDC)
Principles of Management (Sophia, SDC, etc., needed for BSBA anyway)
CIS-301 (Already needed for BSBA CIS)
Plus 9 optional credits of your choice. Easiest are:
Principles of Statistics (already needed for BSBA)
Intro to Business (easily available at Sophia, or elsewhere; probably already taken by most students)
Computer Concepts & Applications (I recommend either Sophia or ePack; probably already on most degree plans already)

So, yes, all you (usually) need for Op. Management Cert is BUS312 @ SDC when you're already going for the BSBA CIS.

You need at least 9cr of a cert to be UL, so either Management has to come in as UL (not certain if TESU brings Sophia's course in as UL), or else you need Supply Chain.
