For international students to get a visa to study in the US, I believe at least 3/4 of the classes must be in-person. It may be more than that. This question may be asking "did you already jump through the hoops needed to get an undergrad study visa or do we need to do more work?" but it's not clear. If that's what they're asking, they should ask that and not weird questions that wouldn't apply to US residents & citizens anyway.
