I don't believe this is true. The MS program doesn't require anything from undergrad institutions. It means they just don't care.
Not requiring a transcript in order to be admitted is a FAR cry from saying they won't check the NSC to see if you owe money to another school, and will issue you a degree in spite of that.
I seriously doubt any US school will give someone a degree under the circumstances OP described. But I would certainly call and ask if that's what you're hoping for.
Another option: make the decision to pay off that debt and get it from hanging over your head.
