Maybe using "state-authorized" or a better term would work. They might as well take the stance of not evaluating ENEB or other non-accredited programs in the same way they do for schools like Azteca and UCN if that is the case.
They're not doing anything wrong there. Plus, the fact that they blacklist some schools lets us know ahead of time that they won't take our money to evaluate some programs, so that part is ethical.
The outcome of an evaluation is not guaranteed, good or bad, so they have to be paid for their time for performing it. Besides, being evaluated as "non-accredited" wouldn't be a bad thing unless it doesn't align with one's goals. But one of the possibilities we've discussed in the past is taking a non-accredited evaluation of a Masters and using it for entry into the admittedly few schools that would accept an unaccredited Masters for entry to a Doctoral program, so even that outcome can have a good ending.
