Yes ENEB by itself is non-accredited. However, the certification or validation by Universidad Isabel I makes their degrees equivalent to a regionally accredited degree but not a Masters degree because of the Propio status. What a person with this degree should be aware of is that when evaluated by a foreign credential evaluator, many do not accept validation degrees or propio degrees. However, ones that do would evaluate their programs as an accredited top-up program, graduate certificate, or just recognize the credit hours for transfer.Ultimately, how this degree is accepted is up to the employer or university you attend, not the foreign credential evaluator. Atleast this is how it goes in the USA.
