If they have international students in Nigeria and other areas of subsaharan Africa then NA or RA probably doesn't matter and they'll overjoyed with a degree from an American university thus the label as an "American licensed university."
They'd get a few that way, but I can assure you that many Nigerians are more savvy consumers of international higher education than that.
