Dictators aren’t usually figured into the listings of the richest people in the world Because their wealth  is based on oppression. For example Putin is probably the richest man in the world with more wealth than bezos or musk, but how much fun is that to call him number 1.

I'd want to emphasize the idea that no one could really know the actual amount of money owned by a dictator as they have surely hidden all their money in various ways.  This is why Navalny has been working so hard to show off the rich estates of various Russian government officials.  Their relatively small government salaries are not nearly enough to pay for everything they own.
