Since UMPI's actual application fee is $0, I would certainly contact them and see if you can at least get some sort of provisional/conditional application going. But I don't know of any US college/university that doesn't expect a HS diploma/transcript in order to be admitted to their degree programs, so you may be out of luck either way.
I've not heard of high school transcripts needing to be evaluated by WES, I don't think this is generally a thing. But I guess I could be wrong.
I've gone to 5 colleges, my husband 4, and none of them required an actual physical/electronic copy of our high school diplomas. They asked about them, and we put in the dates we graduated and names of the HS's, but that was it.
UMPI told me it’s required due to law when applying for financial aid now. Might be a new thing or different or just how they do it in Maine. She said if I didn’t want to do it I can pay for it myself with no financial aid.
I did not have to submit my high school transcripts, but I have 2 associate degrees. It may have something to do with financial aid. The governments have all kinds of verifications. Some of them are REALLY flipping weird.
