Hey - It's not what you're thinking. The flat rate tuition is for individuals wanting to do more credits/courses at the price of 9 credits. If you reach a certain number of credits in that one term, the residency fee can be waived. And you have to pass the classes otherwise you don't get the credits to waive the residency fee.
