The residency requirement is something entirely separate. If you want to avoid paying the residency waiver fee, you do need to take a total of 16+ credits from TESU itself. It is not necessary to do this. If you do decide that you want to avoid the residency waiver, I suggest taking an upper-level CS course or two and not your general eds. The Network Technology TECEP is supposedly pretty difficult and you might as well avoid it if you can.
