I wouldn't be that dramatic. Sure, there are lots of test centers closed right now, but many have reopened. In my area, about 1/3 are open, mainly technical schools. While the college test centers that many people are used to using are often closed, open centers can be found by opening up the test center locator, picking up the phone, and working down the list. In most metro areas it should still be possible to take exams somewhere right now, albeit often with a longer drive. Those of you in more rural locations may be in a more difficult position.
Being open and being safe are two different things. I definitely wouldn't be visiting a test center right now unless they were offering testing in an open-air testing area or limiting one person to a room or something.
I live just outside San Francisco and even before Covid it was hard to find a local testing center. There once were many in the area but most of them closed over the last few years. The remaining are primarily located in colleges and are only open to students at that specific school. If I wanted to take a CLEP or DSST, I was looking at a 45-60 minute drive one way to find an open test center.
Of course, it isn't legal for them to be open in this area so they are all closed now, but I wonder how many will reopen?
