The threshold, which was previously at least 10 credits, has been lowered to at least 9 credits to be considered full time. The full-time rate will be reduced from $3,963 to $3,579 for in-state students."

so is "being considered full time" the same thing as meeting the requirement for the flat tuition rate ?
